Your custom reports have to be in a specific folder on your server, especially in 7.2. The folder name must correspond with the type of report it is (i.e. Project). The path would then be something like: C:\Program Files (x86)\Deltek\Vision\Reports\Custom\My Reports\Project where C: is your server. ...
I would recommend posting this to the official Deltek Forum so it gets added to the (neverending) wish list, as this is an unofficial forum and I have no idea if anyone from Deltek sees this.
I'd look at the Project -> Project Progress Report or the Accounts Receivable -> Invoice Transaction Detail report. Both can be customized to show fee remaining. I've also configured the Office Earnings report to be whatever I needed; it's the most powerful report in the system, IMO.

Regarding project numbers - it depends on how your firm handles them. I can't be more specific than that because everyone codes the project numbers differently, and within Vision, you can specify the type of project (direct or overhead) said project number represents.
